Italy: Public Healthcare Provision in the Region of Piedmont

Digital meeting with procurement decision-makers: Engage in dialogue, gain market insights and spot potential market opportunities

During the meeting, you will meet the President of SCR Piedmont S.P.A, the regional procurement organization in Piedmont, and the Director General in the health district ASL TO3. Moreover, you will present your own company and be able to engage in an open dialogue with the Italian participants to obtain knowledge relevant for your business area.

Due to COVID-19, Italy needs to modernize the healthcare sector. The country has allocated investments of 4.6 billion euro in innovation and advancement of public healthcare services. Thus, this digital meeting attempts to expose Danish companies to the future investments in Italy. The investments will be distributed regionally due to the organization of the healthcare system, whereas the meeting has a regional focus (read more in the end of the invitation).

With the purpose of initiating the contact to relevant actors and decision-makers within healthcare procurement for Danish companies, this digital roundtable is organized by the Confederation of Danish Industry in cooperation with the Royal Danish Embassy in Rome. The meeting is organized with support from Healthcare Denmark and financial support from the Danish Trade Council.

Italian public healthcare in a brief

The Italian healthcare system is according to the World Health Organization, the third most efficient in the world. The average life expectancy is among the highest in the world: 79.4 years for men and 84.5 years for women. The Italian public healthcare system S.S.N spends €114 billion euro every year, and private healthcare expenses are accounting for €40 billion. It is a regionally based healthcare system providing "free" assistance to all citizens in 20 regions. As a consequence of COVID-19 pandemic and the exponential request of healthcare assistance, there has allocated been allocated € 3.25 billion (Relaunch decree) + €1.4 billion (Cura Italia decree) to reinforce and modernize healthcare services.

General introduction to the Region of Piedmont

Piedmont is with a population of 4.3 million inhabitants the seventh largest region.  Piedmont is situated in the northwest part of Italy and borders to Switzerland and France: 174 inhabitants per square meter. The capital of Piedmont is Turin.

How is the healthcare sector in Piedmont organized?  

The public healthcare services in Piedmont is organized in 11 different health districts comprising 95 hospitals, with the majority of hospitals located in Turin and the surrounding provinces. There are 16.642 beds (hospitals, clinics, day hospitals etc.) of which 626 intensive care beds.

How big is the healthcare sector in Piedmont?

The healthcare expenditure amounts to 8 billion euro. Private healthcare institutions, accredited to supply public healthcare services, accounts for 2900 hospital beds. In relation to the Relaunch decree, an additional € 59 million has been allocated in the advancement of healthcare services.

Who are the key decision makers within public healthcare in Piedmont?

The regional healthcare budget is allocated to each of the 11 health districts, and the biggest hospitals in the region. Each of the 11 health districts (ASL), has a Director General, responsible for dedicated healthcare budgets and the management of resources.
