Ukraine – Public Procurement and Partnership

Public Procurement and Partnership in Energy
Getting Danish Technologies into Ukraine’s Green Tenders
As Ukraine advances its green recovery, public procurement has become a central driver for attracting international expertise, technology, and investment. With critical infrastructure in need of renewal, green tenders — supported by international donors and aligned with EU procurement rules — represent a strategic entry point for Danish solutions, particularly in district heating, energy efficiency, biogas, solar, and battery energy storage systems (BESS).
Beyond navigating administrative requirements and ensuring transparency, financing remains a decisive factor. Alternative models such as Energy Service Companies (ESCOs) and Public-Private Partnerships are increasingly recognised as effective ways to mobilise capital and deliver projects, especially in municipalities with constrained budgets.
Security and site access are equally critical. While many regions are stable and open to collaboration, successful project execution depends on robust risk management, trusted local partnerships, and well-defined safety protocols. Danish exporters must be ready to operate in environments that are both high-potential and operationally demanding.
This session will outline how Danish companies can position themselves in Ukraine’s green tenders, identify the most promising technology areas, and integrate financing, procurement, and security considerations — including the role of wind and BESS — into a successful market strategy.
