The development and competition for new technologies are raging with speed. It represents both possibilities and challenges. The operational advantages gained from adopting new technologies can be compromised by adversaries also adopting new technologies. Increased digitalization creates new opportunities and advantages on the battlefield, but automation can also be a challenge.

The more we delegate processes and decision power to machines the more vulnerable we risk becoming. Most of the cutting-edge technologies are developed in the civilian sector and are widely spread all over the world. It is a goal in itself that Europe and Allies maintain the ability to develop and adopt new technologies. It will require new ways of cooperating between civilian sector technologies and a more traditional defence industry.
